Pro Delegators, a dedicated network participant, has developed a solution that supports network and consumer chains, as well as the broader community, in properly navigating Cosmos Hub’s migration to ICS 2.0, also known as Partial Set Security (PSS).
Reflecting our commitment to empowering practical solutions for current challenges and driving engagement around the Hub, funding this initiative underscores the importance of education and collaboration when fostering a thriving ecosystem.

About Pro Delegators
Pro Delegators plays an active role in supporting the community, technology, and economy of the Cosmos Hub. One of their initiatives, Govmos, focuses on governance research and reform, aiming at creating a specialized political cadre distinct from technical validators.
Recognizing their valuable insights and guidance to address complexities within the network, we awarded Pro Delegators a $15,000 grant in USDC designated for the development of extensive educational content such as an interactive economic model, comprehensive forum post, and 15-minute explanatory video, all focused on easing this major adjustment for the ecosystem.
Driving Value to the Hub
The recently released PSS / ICS 2.0 provides consumer chains with increased flexibility to customize their economic model, validator set agility, and security levels, making a significant impact on the AEZ.
However, innovative changes can bring difficult adjustments. PSS introduces numerous variables that complicate the economic framework for both validators and consumer chains. During Pro Delegators’ meetings with potential PSS candidates, it became evident that many lacked a clear understanding of these variables.
Recognizing PSS’s importance for the AEZ and the ecosystem’s need for better preparedness, Pro Delegators built a comprehensive model to navigate this new environment. To ensure the community was also prepared, they produced an extensive educational video.
These efforts, detailed in their forum post, aim to enhance network participants’ and consumer chains’ understanding of PSS and raise community awareness of its valuable impact on the AEZ, helping to ensure a smoother transition and greater engagement with the new economic framework.
Navigate the New PSS Environment
Pro Delegators’ model is constructed to consider the perspectives of four key stakeholder groups in PSS design: consumers, validators, delegators, and potential funding investors. In doing so, it is intended to help consumer chains and validators to find the most sustainable and equitable agreement to run the chains.

The model is broken down into the following:
- The security budget, which covers infrastructure costs, consumer chain revenue, initial incentive grants, and other related topics. Examples are provided in the forum post.

Pro Delegators implemented a point-based system to highlight top-quality operators and incentivize all participants to improve their statistics and compete towards the top of the validator set.
- Rewards distribution, which covers initial investors and sharing profits equitably. Examples and outlined risks are provided in the forum post.

To further enhance analysis and understanding of the model, Pro Delegators posted an in-depth forum post that provides examples to each case and examines the underlying trends in PSS variables as they evolve across diverse revenue models.
Alongside these efforts, Pro Delegators also produced a 15 minute video explaining the transformative potential of ICS 2.0 and Partial Set Security (PSS) for the Cosmos Hub. It also covers how PSS provides consumer chains with increased flexibility and security customization, enabling faster launches and reducing validator workloads. Finally, highlighting how it enhances ATOM’s scalability and security, positioning it as a key provider of interchain security.
Pro Delegators has also applied for an additional grant in order to provide an interactive website with calculators for all users. Stay tuned for updates on this.
